Dear Neighbours,
It was wonderful to celebrate spring with so many Richmond Hill residents at my
10th Annual Maple Syrup Festival last weekend. This event is very close to my heart and I was thrilled to see everyone there, connecting with neighbours and community organizations, enjoying the company and camaraderie that makes our city great. Thanks to the great team of staff and volunteers who always make this a fantastic festival, to the countless community groups and not for profit organizations who are dedicated to supporting our rich and vibrant community, and to the vendors and sponsors who kept us dancing, laughing, eating, and learning about the wealth of ways we can live our best lives in Richmond Hill.
April is Earth Month and whether you join the Richmond Hill planned events outlined in this newsletter, or enjoy eco-based activities in other ways, I hope you can get outside and soak up some springtime weather after a particularly long winter. Check out the special ‘green’ section of the enews for events happening throughout the month.
This is a packed edition with information about your city, I hope you find it informative! And to all the new subscribers, thank you for signing up.
Wishing our Richmond Hill community a Happy Passover and a Happy Easter.
I look forward to seeing you around the city!
Mayor David West
City of Richmond Hill
Maple Syrup has been a West Family tradition for generations. Thanks to my family and staff for all your combined effort to make a great event for Richmond Hill
and thanks to our fantastic Council and community members for your heartfelt participation.
Congratulations to Superintendent Alexander, two time Pancake Flipping Champion!
As a former teacher, I am committed to doing everything I can to offer educational opportunities to Richmond Hill youth particularly around civics, citizenship, and local issues. I receive invitations to visit classrooms every year to talk about the role of Municipal government in Civics classes which I am happy to accept. I think it is important to get the next generation of voters excited about their local government.
That’s why the Mayor for a Day contest is back for another year. Once again, I am inviting Richmond Hill students in grades 5-8 to submit an application explaining what they love about Richmond Hill, what they would improve if they were the Mayor of Richmond Hill, and what interests them about Municipal government. A diligent panel of judges read every single application and one student is chosen to spend a 1/2 day at City Hall.
The contest opens April 10th and the deadline for submissions is May 3rd, 2026. You can find the application form and submission information on my website.
I want Richmond Hill residents to know that I hear your concerns about safety in our city. As your Mayor, I am listening and working to do all I can to ensure our city is a safe one.
This is a regular column added to my monthly e-newsletter offering insights from my close working relationship with the York Region Police District 2.
There has been a significant and unacceptable rise in antisemitism lately. Richmond HIll residents need to feel safe in our city, and I remain absolutely committed to ensuring our Jewish friends and neighbours can enjoy Richmond Hill, worship in peace, and celebrate important holidays and events without fear.
I have had (and will continue to have) several meetings w YRP Supertinentant Alexander in the past month, specifically to discuss this urgent and pressing topic and I can say with complete confidence that YRP is treating the safely concerns of the Jewish community as a top priority. You will see an increased presence of officers, especially around places of worship.
Together with Councillor Cilevitz, I was happy to present a motion to Council at the April 1 Committee of the Whole meeting calling on all levels of government to address antisemitism. In part the Motion called for:
“… Government of Canada and the Province of Ontario work in partnership with York Region and the City of Richmond Hill to establish a combined Federal, Provincial, Regional, and Municipal law enforcement joint task force, composed of but not limited to the Royal Canadian Mounted Police, Canadian Security Intelligence Service, Ontario Provincial Police, and York Regional Police, to coordinate intelligence, prevention, and enforcement efforts to combat and prevent antisemitic hate and violence, and to protect vulnerable communities”
Thank you to my Council colleagues for your words in support of this important action. The motion was passed unanimously. This is another example of Richmond Hill’s commitment to living in a community where we value the gifts of all people, and that all residents deserve to live free from fear or hate.
Furthermore, last week a meeting was held with Jewish community leaders at City Hall to discuss how they recommend we move forward – we discussed ideas to support the Richmond Hill Jewish residents and their sense of safety.
Richmond HIll Council voted unanimously to add another tool in YRP toolbox to combat crime. After a fulsome discussion addressing privacy concerns, CCTV cameras placement & effectiveness, Council approved five (5) CCTV cameras to be located in the City of Richmond Hill, installed at strategic locations based on public safety priorities/crime data.
It was interesting to hear the input of Deputy Chief DaSilva from York Regional Police, quoting year to date crime reduction statistics in District 2 (Richmond Hill). He shared the following results:
These results are attributed to the overall web of safety measures, including CCTV cameras, ‘boots on the ground’, investigators, and the overall investment municipalities have made in the YRP.
You can watch this portion of the Committee of the Whole meeting, and other recorded meetings, on the City of Richmond Hill YouTube page.
The first Committee of the Whole April 1st was a busy and productive meeting. Council agreed on the plan finalizing and moving forward with Dave Barrow Civic Square at the corner of Major Mackenzie and Yonge Street. This will be our premier central square and gathering place for our community to come together, celebrate, enjoy concerts and music, community events, visit the Central Library, have a coffee… a true ‘Richmond Hill gathering place’ in all senses.
I have been prioritizing action on the Dave Barrow Square since the beginning of this term and I am happy to report that shovels will be in the ground later this year.
We had a presentation about the vision for the Richmond Green Master Plan which will include new high-quality spaces for pickleball players and beach volleyball, and revitalized spaces for baseball, soccer, and hockey players as well as new spaces for community gatherings and festivals. Richmond Green will continue to be an highlight of our recreation options in Richmond Hill and our premier sports complex with enhanced spaces for Arts, Culture and Entertainment.
This is another example that Richmond Hill is committed to living in a community that is welcoming to everyone.
Another important agenda item was the report Council received on progress in using the Federal Housing Accelerator Fund and converting those funds into much needed affordable housing. We remain committed to supporting ongoing efforts to make more housing affordable, to more people.
On March 30, the Prime Minister joined Premier Ford to announce the Canada-Ontario Partnership to Build. I issued the following statement expressing my reaction to this funding announcement.
I was happy to be asked to participate in the new weekly news segment that highlights great activities across the GTA, airing weekly on Friday afternoons.
Richmond Hill is a happening place and as your Mayor I’m happy to have the opportunity to shine a light our many programs and events.
Later this month, I will be returning to Germany to Hannover Messe, the leading World Trade Fair in manufacturing, to promote Richmond Hill as the ideal location to open and expand business ventures. Together with York Region and Richmond Hill Economic Development, we have multiple meetings scheduled each day of the trade mission, building on the relationships we established in 2025.
Given all that is going on in the world today, I think it is important to promote Richmond Hill, and in these turbulent times is it more essential than ever to establish trading partners beyond our traditional US relationships.
I am committed to doing everything in my power to diversify and solidify a wide range of business and employment opportunities here in Richmond Hill. We need to be proactive in promoting our city including our great location, our highly skilled and educated workforce, and our dynamic business community. Richmond Hill businesses are among the giants in technology and manufacturing, and I think it is critical that we let the world know that we are open for business.
I look forward to reporting back to you on the outcomes of this mission. Watch my social media in April for regular updates.
One of my priorities this term of council was to make Council meetings civil and welcoming to Richmond Hill residents. It is important to me that everyone in Richmond Hill feels able to attend these meetings which shape our city. You can visit the City of Richmond Hill website and select “Council, Council Calendar” to get to the search page shown here and learn about what your elected official are discussing.
Please remember that you can attend Committee of the Whole meetings and Council Public Meetings in person at City Hall Council Chambers, watch live from home, or watch the recordings of any meetings you missed at the link below.
Thank you for your civic engagement.

Back in November 2023 when I was re-elected as Mayor, reinstating this important program was my first order of business and I stand by that action.
I believe that re-establishing the Community and Cultural Grant Program was essential to maintain the vibrant and dynamic community that we have come to expect in Richmond Hill. A city without arts and cultural and events and enrichment is simply roads and buildings – there is no heart and soul. I want Richmond Hill to be ‘on the map’, recognized as a hub for interesting and engaging city, and supporting this grant program is one of the ways we make that happen.
Since the CCGP was initiated, it has contributed funding to over 137 projects involving over 527 activities, 162,719 participants, and supported 6,891 volunteers (and growing!)
Richmond Hill’s 2025 Strategic Plan Annual Report outlines significant progress in addressing affordable housing, reconciliation efforts, improving climate resilience, strengthening connections with the community and more.
